The Framework on Development in the fields of Oceans and Fisheries is the highest level of national comprehensive plan, which is established among relevant ministries every decade, in accordance to 「Master Plan for Ocean and Fisheries Development」
- Establish「The 3rd Framework(’21~’30)」 to provide policy guidance relevant to the fields of Oceans and Fisheries for the next decade as the duration of 「The 2nd Framework(’11~’20)」 expired
- (Implementation Status) Engaged different social brackets including relevant ministries, local governments, the general public and experts in the forms consultation, survey and etc.

Enhance Safety in the fields of Oceans and Fisheries
- Establish「The 3rd Framework(’21~’30)」 to provide policy guidance relevant to the fields of Oceans and Fisheries for the next decade as the duration of 「The 2nd Framework(’11~’20)」 expired
- Safety of Ocean-leisure Users : Strengthen the safety standards and training in regard to the existing ocean leisure agencies.
- Fresh and Safe Sea Food : Introduce a green certificate system on aquaculture, expand the number of comprehensive distributing facilities, ban any form of selling on the floor of fish market
- Accident·Disaster-free and Safe Ocean : Introduce forecast natural disasters based on digital technologies as well as enhance preventive capability of ports and fish tanks
Create Livable Fishing Villages·Costal Communities
- Livable Fishing Communities : Introduce Direct Payment Team to Fisheries Policy, improve regeneration projects on fishing communities·fish tanks as well as the quality of welfare system for female and foreign workers
- Convenient and Attractive Island : Improve accessibility and movability of residents to islands via enhancing the connection between coastal liners and land transportation, create a medical and educational complex out of empty houses and schools in islands, develop cultural contents on uninhabitable island and customized island tour program
- Create harmonious coast·port : Regenerate old and unused ports and fish tanks as a living space for residents, improve accessibility of the elderly and the disabled living in coastal and beach areas, conduct specialization on marine ecosystem of each region
Conduct Digital Transition in the fields of Oceans and Fisheries
- Promote smartification on shipping and ports : Develop a fully autonomous vessel by 2030, build a Korean smart port at Busan New Port Pier 2, create a smart joint logistic center near the port area
- Future industry of Fisheries : Develop smart aquaculture technology that automatically manages feed, water temperature, water quality, promote non-contact and online trade on fisheries and facilitate smart low-temperature distribution system
- Promote data economy in the fields of Oceans and Fisheries : Actively open the public data and converge with the private data, build and industrialize the production and distribution of high-value data on oceans and fisheries
Improve the Quality of the fields of Oceans and Fisheries
- Discover new industry in the fields of Oceans and Fisheries : Create new industry relevant to marine bio, marine leisure tourism, sophisticated oceanographic equipment, marine energy development
- Promote innovative growth in the existing industries : Expand the scope of support from Korean Ocean Business Corporation for better management on national shipping companies, develop ports in relation to the national key industries including ship enlargement
- Enhance capacity in the fields of Oceans and Fisheries : Establish a R&D system that is demand centric, foster talents specialized in the smartification of oceans and fisheries, strengthen marine culture and education as well as research capacity in the fields of oceans and fisheries
Make Green·Resonable Use of the Oceans
- Realize decarbonized·green port : Develop and distribute green shipping industry, distribute AMP and infiltration facilities to reduce fine particles produced by shipping across the nation
- Optimize utilization and management on marine space : AI on marine space planning, technology advancement such as application of digital twins, enhanced follow-up measures on public waters
- Reduction of marine waste : Reduce land-based waste flow to the sea, establish a life-long cycle of management on marine waste, including waste flowing route, via utilization of AI technology
- Preservation of Bio-diversity : Expand the scope of Total Allowable Catch(TAC) and make bio-degradable fishing gears compulsory, enhance protection on species in fish tanks, establish guideline on sepecified use of marine preservation area
Become Oceanic Powerhouse Leading International Cooperation
- Achieve co-prosperity along with the international community : Regulate marine environment related issues, lead discussion on establishing standards on new technologies such as green ship, discover ODA projects requested by the developing nations such as developing green coastal liner
- Protect maritime territory : Enhance management on strategic points as well as surrounding waters near Ulleungdo·Dokdo, foster professional groups specialized in Law of the Sea in response to territorial disputes.
- Contribute to co-prosperity in the Northeastern region : Promote bilateral cooperation in the fields of oceans and fisheris with countries in the Northeastern region including Management Council on Fisheries Resources between ROK-CHN·ROK-JPN
