(Preserving and expanding the marine territory) Enhance the national competitiveness on the marine territorial management in response to potential risks and threats posed by bordering nations.

• Reform Fisheries Management Service to Fisheries Management Headquarters, conduct segmented deployment large fisheries supervision vessels and coast guard ships, proceed prompt response to the potential threat posed to the marine sovereignty via installing Marine Domain Awareness(MDA)

(Enhancing Vessel Traffic Service System(VTS)) Secure vessel safety via upgrading vessel service by merging each VTS center as the metropolitan centers by each region(25’), installing more control radars in number(86 -> 107) and etc.

• Provide upgraded support for volunteers in rescue teams, and consolidate the scope of cooperation between the public and private sector along with conducting an extended training specialized for rescue activities

(Increasing seaborne-mobility of islanders) Adopt state-run system for vessels currently contracted to private sector that serve 27 domestic routes and over 100 destinations, fill operating budget gap to local governments implementing ferry services to islands so far denied access(or opportunity) to regular passenger ship service and increase government subsidy for local ferry ride to island residents.

(Strengthening the level of space management and coastal safety) Delimit the vessel boundaries of each local government, establish win-win and co-existing strategies in regards to development activities on the ocean and introduce policies on the ‘Impact Assessments on Marine Use’

• Build monitoring network on disasters such as typhoon and tsunami in the Korean coastal areas, create green buffer zones in the key coastal areas, and secure coastal safety such as safe ports from disasters

(Create clean marine environment) Discover more carbon sinks(blue carbon) such as tidal flats and sea forests, build the national marine sanctuaries in each region and increase the level of prevention as well as collection on marine litter, via distributing eco-friendly buoys

• Double the current scope of marine monitoring with the introduction of state-of-the-art monitoring system(16% increased as of 2020)
• With expanded and reliable ferry service networks supported by reduced fare, island residents may enjoy shorter round trip.
• Reduce half of the annually-produced marine plastic waste(67K ton as of 2018 -> 34K ton as of 2027)
