• Secure the national competitiveness in the shipping and logistics sector, via expanding the scope of shipping and logistic hubs, as well as establishing smart ports
• Establish the digital marine highway and pre-occupy the emerging markets, such as the development and distribution of autonomous and eco-friendly ships

(Upgrade the national capacity for logistics) Provide stable shipping space to export companies by securing additional shipping and logistics hubs

• Provide incentives to the investors in vessels, expand the orders of national carriers via encouraging support and investment in the public sector and secure additional joint logistics centers and terminals in foreign ports
• Starting from 2023, sign a long-term shipping contract for shipping space in containers with relevant committees in major small and medium-sized industries
• Establish the life-long support cycle for labor force on board including education, employment, welfare security and accident compensation.

(Create hub ports) By 2026, introduce a fully autonomous port in Gwangyang Port, and further expand such ports in the newly-built ports (Busan, Incheon)

• Expand the scope of service including ship repairing, LNG bunkering and etc., as well as promote competitive edge via creating routes, port foreland and hinterland

(Lead the market of future vessels) By 2025, develop core technologies for autonomous ships and zero-emission ships, and support the widespread distribution of eco-friendly ships.

(Establishment National marine highway) Designate marine transportation routes by type, such as main lines, branch lines, and port access lines in coastal waters nationwide, and establish the digital marine transportation management system by 2027

• Provide the precise maritime Positioning, Navigation and Timing(PNT) services with an accuracy of less than 5-centimeter(24’), and support to pre-occupy the digital marine traffic information service market via advancing the equipment of digital navigation, telecommunication

• Expand the weight of national tonnage from 89 million ton(21’) to 100 million ton(27’), as well as increase the number of joint logistics centers from 3(21’) to 8(27’)
• Proceed green transition with ships, 296 in total (85 civilian vessels, 211 government vessels) by 2026
