Establishment of 3rd Master Plan for Fishing Promotion to Create a Sustainable Fishing Environment

 

The Ministry of Oceans and Fisheries (MOF; Minister Kang Do-hyung) announced the establishment of the 3rd Master Plan for Fishing Promotion (2025-2029) to create a sustainable fishing environment.

 

 As a mid- to long-term plan established every five years for the development of fishing and fishing-related industries in accordance with the Fishing Management and Promotion Act, the Master Plan for Fishing Promotion was prepared to respond to the rapidly changing marine environment and changing fishing culture, seek sustainable growth in the fishing industry, and establish a sound fishing culture.

 

 As of 2024, there are approximately 4,000 fishing boats in operation, with 5 million fishing boat users annually and total fishing population of 7.2 million.

 

 However, the catch has increased with increasing fishing activities, causing conflicts with professional fishermen in some areas and leading to growing voices calling for the management of fishery resources. In addition, the safety management of fishing activities has become increasingly important, with an average of 313 fishing boat safety accidents occurring annually over the past five years.

 

 Accordingly, MOF has set four major implementation goals—▲creating a safer fishing environment, ▲implementing a field-centered fishing policy, ▲spreading a sound fishing culture, and ▲establishing a foundation for fostering the fishing industry—by comprehensively considering changes in the fishing environment and demands from the field. To achieve these, MOF plans to implement ten tasks in stages.

 

 “The 3rd Master Plan for Fishing Promotion prioritizes the safety of the people, responds to the needs of the field, and focuses on making the fishing culture and industry sustainable. We will do our best to create an environment where all people can enjoy fishing safely and conveniently,” Minister Kang Do-hyung said.
