A Discussion on the Cooperative Measure for Eradicating IUU Fishing in Busan and Sweden

- MOF, in cooperation with WMU, KMI, hosts the 1st Workshop for Capacity Building to combat IUU fishing -

 

The Ministry of Oceans and Fisheries (Minister MOON, Seong-Hyeok) announced that the  'WORKSHOP FOR CAPACITY BUILDING TO ERADICATE IUU FISHING' will be held both in online and offline settings for four consecutive days from October 19(Tue) to October 22(Fri), at Park Hyatt Hotel, Busan, in cooperation with World Maritime University of Malmö, Sweden (President Cleopatra Doumbia-Henry) and Korea Maritime Institute (Acting President KIM, Jong-Duk).


This workshop will be held for the first time this year, based upon the MOU on capacity building to combat IUU Fishing, signed last June between MOF and WMU.


This workshop is joined by a group of experts with much knowledge and experience in regard to IUU fishing, including Professor Rashid Sumaila from British Columbia, Professor Neil Bellefontaine of WMU, as well as relevant experts from international organizations including Head of maritime technology safety division Sandra Allnutt of International Maritime Organization(IMO), Head of transport and maritime sectors unit Brandt Wagner of International Labor Organization(ILO), Head of the fishing operations and technology branch Mattew Camilleri of Food and Agriculture Organization of the United Nations(FAO), Chairperson KIM, Jung-Re of Indian Ocean Tuna Commission(IOTC).

On the first day of the workshop, presentation will be delivered by each expert from relevant international organizations on the following agendas; the role of FAO in the fight against IUU fishing and Port State Measures Agreement, the role of IMO in the fight against IUU fishing and Work in Fishing Convention, and the role of ILO in the fight against IUU fishing and Cape Town Agreement. Moreover, the necessity for interagency cooperation to tackle the complex problem of IUU fishing will be further discussed on the first day.


The second day, under the theme of 'multidisciplinary approaches to tackle IUU fishing', will be proceeded with presentation by experts on the following agendas; best policies and practices to fight IUU fishing recognized from the perspective of OECD, socio-economic considerations of IUU fishing and implementing effective counter measure, and collaboration in the fight against IUU fishing. Moreover, in-depth discussion on the necessity of various multidisciplinary approaches to address IUU fishing will be followed.


On the third day of workshop, the Western Central Pacific Ocean Tuna fishery, Indian Ocean Tuna Commission perspective on IUU fishing, and the EU’s approach to tackling IUU fishing, and major tasks on the effectiveness and implementation of IUU fishing regulations will be discussed.


Lastly, on the final day of the workshop, discussions will be held on IUU fishing cases in the Caribbean and South Atlantic, and practical lessons and pending challenges brought by IUU fishing.


Director-General WOO, Dong-Sik of International Cooperation Bureau stated, "IUU fishing is the most important international issue in the fisheries sector as well as an urgent task for the international community to address for sustainable fisheries resources and protection of the marine ecosystem". He also added, "I hope that this workshop will serve as an opportunity to contribute to the eradication of IUU fishing via sharing insights and experiences of international organizations and groups of experts across the globe."
