BACKGROUND

As the 2nd Basic Plan for Port Redevelopment (2011-2020) comes to an end, a new basic plan on port redevelopment policy directions and target projects (2021-2030) has been established.

  • The new plan includes measures to redevelop port areas to new relational growth centers by coping with ports increasingly becoming old and idle as well as slowdown of economic activities.
Overview

Some port facilities have become idle due to construction of new ports, functional deterioration of existing ports, and changes in logistics environment with the growth in vessel size and volume of containerized cargo.

  • Port redevelopment projects are underway to transform old and idle port areas into waterfront or urban environments with industrial, residential or commercial functions.

Strategy for Engagement Innovation in Port Redevelopment
  1. Encourage citizen engagement in the entire port redevelopment process

    • Local councils will be legislated to promote active interaction between ports and their cities and regions, including obtaining opinions, holding public hearings, and reflecting feedbacks into project proposals.
  2. Strengthen the role and responsibility of local governments and port authorities

    • Some authorities exercised by regional trade ports will be transferred to local governments; A priority for participation in small projects mostly associated with public facilities will be given to local governments; Projects conducted at ports under Port Authorities will be executed by Port Authorities with more simplified procedures.
  3. Ensure Public Access in Port Redevelopment Projects

    • When formulating the basic plan, it will present standards on the share of public facilities for each project and a principle that requires waterfront areas to be developed as public areas open to everyone.
    • * Standards on the share of public facilities: more than 50% (30~40% for multi-purpose facilities)
    • Measures to return development gains to the region will be actively taken; guidelines on port landscape will be legislated.

  • 1. Categorize each project by type and establish project-specific strategies

    • Based on the purpose and target of projects, project-specific procedures will be applied in a flexible manner (by amending corresponding legislations)

  • 2. Simplify administrative procedures and promote user-friendly systems

    • Project execution procedures will be simplified by integrating some processes such as establishing a project plan and designating contractors; systems related to land use prior to completion, interim payment, partial completion, etc. will be improved to ensure flexible execution.
Port-Specific Development Strategies

Draw up port-specific development strategies and land use plans for 19 areas (21,210,000㎡) including 14 Ports

  • Three areas are excluded from the 2nd Basic Plan (Gunsan Inner Port, Seogwipo, Donghae 1st Phase) while new three areas are added (Gunsan Geumrando, Janghang, Ulsan) for the 3rd Basic Plan.

  1. Revive Old Ports

    • Old port areas near Busan North Port, Incheon Inner Port, etc. will be regenerated and modernized to make them attractive and vibrant
    • * (Seven areas) Busan North Port 1st & 2nd Phase, Piers 1 & 8 of Incheon Inner Port, Gohyeon Port, Jeju Inner Port, Mokpo South Port, Pohang Old Port
  2. Nurture and Develop Maritime Cluster

    • Potential new growth engines, including Industrial, tourism and cultural facilities, will be cultivated and attracted to landfill sites at Gwangyang Myodo, Incheon Yeongjongdo, etc. to contribute to the development of the local economy
    • * (Seven areas) Gwangyang Myodo, Gwangyang the 3rd Landfill Site, Incheon Yeongjongdo, Ulsan Maeam Waste Disposal Site, Gunsan Geumrando, Donghae Mukho(2nd Phase), Yeosu New Port
  3. Turn Old Ports into Local Hubs of Life and Culture

    • Old port areas such as Guryongpo Port will be regenerated to improve urban functions and to serve as a multi-purpose venue that meets the cultural and tourism needs of the local community
    • * (Five areas) Daecheon Port Waste Disposal Site, Guryongpo Port, Janghang Port, Yongho Pier of the Busan Port, Mokpo Inner Port

The strategies are expected to revitalize local economies with induced production value of nearly 5.9 trillion (90tn won with facilities), along with the creation of about 7,000 business (annual production 4.4tn won) and numerous jobs.

  • About 40,000 jobs can be created when site constructions are completed (630,000 jobs when facilities are constructed on the site) while 25,000 jobs will be further created while in operation.
