The Ministry of Oceans and Fisheries (MOF; Minister Kang Do-hyung) and MOF Government Employees' Union (Chief Negotiator Yoon Byeong-cheol) signed a collective agreement at the main conference room of the Sejong Government Complex on Monday, March 24. This agreement marks the conclusion of negotiations that began 5 years and 3 months ago, following the submission of the initial bargaining proposal in December 2019. The collective bargaining process began when the State Public Officials Labor Union and the Ministry of Oceans and Fisheries Branch of the Korean Government Employees' Union formed joint negotiating teams and reached an agreement on the procedures and methods of negotiation in March 2020. Although the process was delayed due to the COVID-19 pandemic and differences in opinions on major issues, candid and sincere dialogue between labor and management led to consensus on various clauses, with a collective agreement consisting of 78 articles and 176 clauses successfully concluded.
