“Invest in Fishing Villages, the Ministry of Oceans and Fisheries is with you!”
Briefing Session on the Fishing Village New Deal 3.0 Project Competition
- Briefing sessions for the 2027 Fishing Village New Deal 3.0 project for 74 local governments, including Busan on January 22 and Daejeon on January 30

The Ministry of Oceans and Fisheries (MOF) announced that it will hold a briefing session for the 2027 Fishing Village New Deal 3.0 Project Competition at Avani Central Busan in Busan Metropolitan City on Thursday, January 22 and at Hotel Sunshine in Daejeon Metropolitan City on Friday, January 30.

The Fishing Village New Deal 3.0 project is an initiative to revitalize fishing villages and fishery harbors by linking and integrating underdeveloped fishing villages and ports facing challenges such as population decline and industrial structural changes. The project has been continuously implemented since 2019, progressing sequentially from the Fishing Village New Deal 300 to the Fishing Village Vitality Enhancement initiative, and now to the current Fishing Village New Deal 3.0*.

*The third fishing village and fishery harbor regeneration project implemented under the Fishing Village and Fishery Harbor Act, restructured to shift from simple financial support to proactive private investment attraction and from uniform SOC (social overhead capital) support to projects tailored to regional characteristics.

To date, the fishing village and fishery harbor regeneration project has selected 456 fishing villages and continuously improved living and settlement conditions. As an example, Manjaedo Port in Sinan previously lacked passenger ship docking facilities, forcing residents to change boats in the middle of the sea to reach the island; this meant that it took about 6 hours to get to Manjaedo Port from Mokpo Port. With support from the Fishing Village New Deal 300 project, docking facilities were extended and mooring facilities were installed; thus enabling direct passenger ship docking and reducing travel time to approximately 2.5 hours.

The Fishing Village New Deal 3.0 project is divided into two types: the Fishing Village Economic Leapfrogging Program, which uses financial investment as a catalyst to attract private investment based on the scale and characteristics of the fishing village region; and the Fishing Village Recovery Program, which improves the living and safety infrastructure of underdeveloped fishing villages.

The Fishing Village Economic Leapfrogging Program provides differentiated financial support based on the scale of private investment attracted, exceeding KRW 1 billion. This approach is expected to actively attract small and medium-sized private investments tailored to the characteristics of fishing villages; thus fostering the development of diverse tourism and commercial facilities. The Fishing Village Recovery Program is a model designed to comprehensively support the living and safety infrastructure for residents in fishing village areas.

At the project briefing sessions, past achievements of the fishing village and fishery harbor regeneration project will be presented and key details of the revised project implementation guidelines will be explained. The sessions will also provide detailed information on the call for new project sites under the Fishing Village New Deal 3.0 initiative, including the reorganization of project types, major changes compared to the previous year's call, and application schedule.

"This briefing session for the Fishing Village New Deal 3.0 project will serve as an opportunity to help interested investors and local government officials better understand the updated project framework. Based on this understanding, we hope to receive substantial project proposals that can contribute to creating more livable and vibrant fishing communities,” said Park Seung-jun, Director of the Fishing Village and Fishery Harbor Regeneration Project Planning Team at MOF.
