| - First pilot project for public seasonal labor in the fisheries sector to be introduced in Haenam County |
The Ministry of Oceans and Fisheries (MOF; Minister Chun Jae-soo) and the Ministry of Justice (MOJ; Minister Jung Sung-ho) announced that they would be introducing a public seasonal work scheme in the fishing industry and holding an event to welcome incoming foreign workers at Haenam County Fisheries Cooperative on Tuesday, October 28.
At this event, related organizations such as MOF, MOJ, Jeollanam Provincial Government, Haenam County Office, National Federation of Fisheries Cooperatives, and Haenam County Fisheries Cooperative will gather to celebrate the first introduction of the public seasonal work scheme in the fisheries industry and provide winter supplies to workers to welcome them.
Previously, fishing businesses had to hire foreign seasonal workers directly for a minimum of three months and a maximum of eight months when necessary, and fishing businesses that needed short-term workers for less than one month had difficulty securing workers.
Therefore, MOF will have local fisheries cooperatives introduce the public seasonal work scheme to manage foreign seasonal workers and provide labor daily to fishing businesses that require short-term employment of less than one month and will provide the budget for Haenam Province for the pilot project early this year.
Haenam County will sign an MOU with the central government of Laos for the gradual introduction of 50 seasonal workers from Laos. Haenam County Fisheries Cooperative, which will operate the pilot project, plans to provide human rights and safety training to foreign workers and supply personnel to local aquaculture and seafood processing plants for approximately five months. Moreover, the Ministry will facilitate entry by pre-purchasing and paying for the worker's airline ticket.
“We hope that this public seasonal labor scheme introduced in the fisheries industry will provide fishing families with the necessary manpower at the right time and ensure stable living conditions for workers. We will support the smooth operation of the scheme in Haenam County—which is the first to break ground—and strive to expand its implementation nationwide,” said Choi Hyun-ho, Director General of MOF’s Fisheries Policy Office.
