Creating 3.15 km² of Marine Forests in Jeju and Tongyeong in Collaboration with Companies and Public Institutions
The Ministry of Oceans and Fisheries (MOF; Minister Hwang Jong-woo) announced that it would be signing an MOU for the creation of a sea forest through public-private cooperation with Korea Southern Power at the Korea Southern Power headquarters at 11:00 A.M. on Friday, September 18 and with seven companies including the Busan Port Authority at the Busan Port International Exhibition & Convention Center (BPEX) at 14:00 P.M.
The MOU involves MOF, Korea Southern Power, Busan Port Authority, BNK Financial Group, five Busan Port terminal operators*, Jeju Special Self-Governing Province, Tongyeong City, and Korea Fisheries Resources Agency.
* Busan Port terminal operators: Shinsundae Gamman Terminal, Hanjin Busan Container Terminal, HMMPSA New Port, Busan Container Terminal, and Dongwon Global Terminal Busan
Under the two MOUs, MOF and participating organizations will invest a total of KRW 2.6 billion from this year to 2029 to create 3.15 ㎢ of marine forests** in the waters off Hwasun-ri, Seogwipo-si, Jeju and the waters off Dodong, Yokji-myeon, Tongyeong-si, Gyeongsangnam-do*.

** Rock-surface cleaning to remove impurities and facilitate the attachment of seaweed spores such as seaweed, seaweed transplantation, installation of seaweed spore diffusion facilities, removal of sea urchins that feed on seaweed, etc.
The MOU is significant since companies and organizations—including not only power generation companies but also port authorities, financial institutions, and port terminal operators—are joining together to create sea forests to restore the marine ecosystem. In particular, the MOU with seven organizations including the Busan Port Authority is even more special as multiple organizations are participating jointly.
Based on the MOU, participating organizations will cooperate on ▲ improving seaweed habitats and creating marine forests, ▲ enhancing fisheries resources and biodiversity, ▲ expanding the foundation for seaweed-based carbon sinks, ▲ preserving healthy marine ecosystems, and ▲ raising public awareness of corporate environmental, social, and governance (ESG) practices as well as the importance of marine forests.
“This MOU is particularly meaningful because companies and institutions from a wide range of sectors—from public power companies to port authorities, financial institutions, and port businesses—have come together to help restore our marine ecosystems. We will continue to expand public-private cooperation models tailored to regional and industry characteristics so that corporate participation goes beyond one-time support and leads to the creation and continued management of marine forests,” said Minister of Oceans and Fisheries Hwang Jong-woo.
