Korea-Vietnam Offshore Plant Service Industry Cooperation Hub to be Established in Hanoi
The Ministry of Oceans and Fisheries (MOF; Minister Hwang Jong-woo) announced the commencement of the pilot operation of the Korea-Vietnam Offshore Service Industry* Cooperation Center on Monday, August 31 to support Korean companies that have expanded to Vietnam's offshore plant service market.
* Industries related to transportation, installation, operation, maintenance, and dismantling following construction, among the stages of the offshore plant industry.
Vietnam operates many large-scale offshore oil and gas production plants; recently, demand has increased with regard to dismantling aging facilities in a safe, environment-friendly manner or recycling them for other uses. In response, the petroleum and gas maintenance corporation—an affiliate of the Vietnam Petroleum Institute* (President: Nguyen Van Tu)—has actively expressed its willingness to collaborate with Korea, which has a track record in decommissioning aging offshore plants and recycling them into artificial reefs dating back to November of last year in Indonesia.
* The research institute under the Vietnam National Industry-Energy Group performs roles such as formulating national energy policies and strategies and providing technical services.
The Cooperation Center is to be operated jointly for five years (August 2026 – August 2031) by the Industry-Academia-Research ETRS (Education Technology Research Support) Center under the Korea Maritime and Ocean University (President: Ryu Dong-geun), the project implementing agency, and the Vietnam Petroleum Institute. The office will be set up inside the Vietnam Petroleum Institute's Hanoi headquarters.
The Cooperation Center plans to pursue initiatives such as ▲supporting cooperation between the Korean and Vietnamese governments, ▲providing information on local markets and regulations, ▲facilitating export consultations and business matching between companies in both countries, and helping Korean companies secure contracts, and ▲identifying joint R&D projects. This is expected to help address the lack of information and network gaps faced by Korean companies when entering Vietnam.
“The establishment of this Cooperation Center will serve as an important steppingstone for Korea’s offshore plant service industry to expand into Vietnam, following its entry into Indonesia. Based on the results of the pilot operation, we will actively support Korean companies’ expansion into Southeast Asia, including by establishing additional cooperation hubs in regions where many Korean companies are already operating,” said Seo Jeong-ho, Deputy Minister for Maritime Policy at MOF.
