Enhancing APEC Climate Change Response Capabilities with Korea's Marine Science and Technology
The Ministry of Oceans and Fisheries (MOF; Minister Hwang Jong-woo) and the Korea Institute of Ocean Science and Technology (KIOST; President Lee Hyi-Seung Lee) announced that they would be hosting a policy workshop and a technical training program for APEC member countries from Thursday, August 20 to Wednesday, September 2 at the APEC Marine Environmental Training and Education Center (AMETEC)* operated by KIOST. The program is designed to strengthen capacity to enhance ocean resilience and respond to climate change.
* AMETEC: A specialized institution established in conjunction with the the 1st APEC Ocean-Related Ministerial Meeting (2002), conducting policy training and technology transfer activities for member countries to address maritime environmental problems
This event will follow up on the agreement to cooperate on improving the resilience of marine and coastal communities in the 2025 APEC Leaders' Gyeongju Declaration, and it will be divided into two main programs.
First, the Policy Workshop on Maritime Resilience will be held from Thursday, August 20 to Friday, August 21 at Paradise Hotel in Busan, bringing together around 30 domestic and international maritime experts and APEC-nominated trainees to share policy and technology trends for strengthening ocean resilience including Nature-based Solutions (NbS)*, Blue Carbon**, and integrated coastal management.
* NbS: An approach that seeks to address socio-environmental problems such as climate change, urban heatwaves, biodiversity loss, and floods by conserving, restoring, and using natural ecosystems instead of artificial technologies
** Carbon that is absorbed and stored by marine ecosystems (tidal flats, salt marshes, seagrass forests, mangroves, etc.)
It will be followed by training on marine ecosystem change monitoring technology at the KIOST East Sea Research Institute from Saturday, August 22 to Wednesday, September 2. Trainees will have hands-on practice with key technologies essential for marine environmental monitoring including benthic ecosystem assessment using autonomous reef monitoring structures (ARMS) and environmental DNA (eDNA) ecosystem monitoring, working alongside global researchers from the Smithsonian Institution* and European Marine Biological Resource Centre (EMBRC)**.
*The Smithsonian Institution is the world's largest museum, education, and research complex primarily based in Washington, D.C., United States.
** As a pan-European research organization under the EU, EMBRC studies marine biodiversity and ecosystems and supports technological innovation based on these resources.
Meanwhile, MOF plans to attend the 26th APEC Ocean and Fisheries Working Group (OFWG)* meeting to be held in Dalian, China during the same period. At the meeting, MOF plans to pursue final approval of the APEC Roadmap for Enhancing Ocean Resilience—which is being developed under Korea's leadership—and to promote actively the activities and training programs of Korea's AMETEC to member countries.
* OFWG: a consultative body that comprehensively implements cooperation in the fields of marine development, environment, and fisheries resources, chaired by Seo Jin-hee, Director General of International Cooperation Policy at MOF
“Through the AMETEC training program developed and operated by Korea, developing APEC economies will build the capacity to assess and manage their own marine environments. Korea will continue to take a leading role in APEC's response to the ocean and climate crisis,” said Seo Jin-hee, Director General of International Cooperation Policy at MOF.
