Reporting System Processing Ship Arrivals and Departures All at Once Jointly Established with the Relevant Agencies
The Ministry of Oceans and Fisheries (MOF; Minister Hwang Jong-woo) announced on Thursday, August 6 that it would be kicking off a research project together with the Ministry of Justice (MOJ), Korea Customs Service (KCS), and Korea Disease Control and Prevention Agency (KDCA) to establish an integrated civil complaint reporting system for agencies related to ship entry and exit.
Currently, a vessel engaged in international navigation entering or departing a port must report to MOF (Port-MIS), MOJ (Immigration Information System), KCS (UNI-PASS), and KDCA (Integrated Quarantine Information System) in accordance with the relevant laws and regulations. The process was rather inconvenient as the reporting entity had to enter information repeatedly such as the vessel name, International Maritime Organization (IMO) identification number, and arrival and departure times into reporting forms for each agency.
The government had processed vessel entry and departure reports previously received and handled by individual agencies using integrated forms from MOF and C.I.Q.* agencies through a private relay network since 1999. With each agency ending up building and operating its own system to ease the burden of network use cost for reporting and improve system accessibility, however, inconveniences have arisen.

Voices calling for improvement came from the field where reporting duties are handled. The Korea Shipping Agency Association requested improvements in the reporting procedures, and four agencies—MOF, MOJ, KCS, and KDCA—joined forces to resolve the issue and proceeded with this research project.
The cost of this research is shared by MOF and Busan, Incheon, Yeosu-Gwangyang, and Ulsan Port Authorities, which jointly operate the Shipping and Port Logistics Information System. The government also plans to establish an Advisory Committee comprising four agencies (MOF, MOJ, KCS, and KDCA) as well as experts from academia and industry and—through inter-agency consultations throughout the research process—pursue the development of a one-stop integrated civil complaint reporting system.
"I would like to thank the C.I.Q. agencies for joining hands and pooling their determination to resolve the issue, and we will push forward with devising improvement measures to reduce public inconvenience through close collaboration," said Kim Hye-jeong, Director General of Shipping and Logistics at MOF.
