Two Years to the 4th UN Ocean Conference in 2028: Korea Kicks Off Preparations with the Launch of the Preparatory Office
The Ministry of Oceans and Fisheries (MOF; Minister Hwang Jong-woo) announced the official launch of the ‘Preparatory Office for UNOC4’ to ensure the successful hosting of the 4th UN Ocean Conference (UNOC4), scheduled to take place in South Korea in June 2028.
To mark the occasion, a signboard unveiling ceremony was held on Monday, August 3, attended by key leadership, including the Presidents of the Korea Maritime Institute (KMI), the Korea Institute of Ocean Science & Technology (KIOST), and the Korea Fisheries Resources Agency (FIRA).
The UN Ocean Conference is the world’s largest ocean forum, bringing together 193 UN member states, international organizations, non-governmental organizations (NGOs), and civil society. The summit seeks practical solutions to global challenges such as the climate crisis and marine pollution, advocating for unified global action and solidarity.
Co-hosted by the Republic of Korea and the Republic of Chile in 2028, UNOC4 is expected to serve as a major turning point in establishing global marine cooperation beyond 2030, with key agendas focusing on the AI transformation of the maritime sector and the activation of the Northern Sea Route(NSR).
* The 3rd UN Ocean Conference held in Nice, France in June 2025 brought together over 15,000 participants, including approximately 60 world leaders such as the UN Secretary-General and the President of France.
The newly launched Preparatory Office for UNOC4 operates as an inter-ministerial body comprising four ministries: Ministry of Oceans and Fisheries, Ministry of Foreign Affairs, Ministry of Planning and Budget, and Ministry of the Interior and Safety
Organized under Assistant Minister and Director General, the Preparatory Office consists of three operational teams: the Planning & Coordination division, Finance and Infrastructure division, and Partnerships and Cooperation division. The office plans to establish close cooperation networks across relevant government agencies, local governments, public institutions, and private experts, while strengthening ongoing communication with UN member states and international bodies.
"We will carry out our preparations with a strong sense of responsibility and mission to ensure that the 4th UN Ocean Conference becomes a resounding success—one that fully reflects South Korea’s international standing and capabilities," said Seo Jeong-ho, Director-General of the Preparatory Office for UNOC4.
