Protecting fishers’ livelihoods and food prices,” MOF Conducts a Joint Public-Private Disaster Preparedness Drill for Red Tide and High Sea Temperature
The Ministry of Oceans and Fisheries (MOF; Minister Hwang Jong-woo) announced that it would be conducting the 2026 Disaster Preparedness Drill for Red Tide and High Sea Temperature jointly with local governments, Korea Coast Guard, other relevant agencies, and fishers in the Yeonmyeong–Hakrim sea area of Sanyang-eup, Tongyeong-si, Gyeongnam Province at 14:00 (KST) on Thursday, June 25 to strengthen on-site response capabilities against summer red tide and high sea temperature damage to aquaculture stocks.
The drill was organized to solidify the cooperative framework among the relevant agencies and to raise fishers’ awareness of voluntary participation in prevention efforts as the onset of high sea temperatures and red tides has been occurring earlier each year due to climate change, amid growing concerns about the resulting damage. During this year's drill in particular, MOF Minister Hwang Jong-woo is scheduled to board the command vessel and preside over the overall training operations.
The drill will proceed with a scenario in which the National Institute of Fisheries Science's wide-area surveillance detects red-tide organisms (Cochlodinium) in offshore waters—leading to the issuance of a "Preliminary Advisory" and a "Watch" crisis alert level for the relevant sea area—and will then examine the corresponding response measures as the crisis alert level gradually escalates to Watch → Alert → Severe.
In addition, the drill will mobilize a wide range of response equipment including 10 government vessels, 2 Korea Coast Guard pollution-control vessels, 1 patrol vessel, 6 multipurpose response vessels, 6 water-exchange fishing boats, and red clay spraying equipment to conduct a response drill at a level identical to actual operations. An emergency fish release demonstration will also be conducted to prevent mortality by reducing stocking density during red tides or periods of high sea temperatures.
Based on the results of this disaster preparedness drill, MOF plans to supplement any shortcomings in the field response process and make every effort to ensure the smooth supply of seafood and prevent damage to fisheries by continuously operating an emergency response team during the period of red tide and high sea temperature advisories that are likely to be issued starting early to mid-July.
“Red tides and high sea temperatures are serious disasters that not only threaten the livelihoods of fishers but also affect seafood supply and food prices. While natural disasters themselves are unavoidable, the Ministry of Oceans and Fisheries will mobilize all available resources to respond with the goal of minimizing damage through preemptive action and thorough preparation,” MOF Minister Hwang Jong-woo stressed.
