MOF Participates in the 11th Our Ocean Conference (OOC) - Strengthening Korea's Maritime Leadership as Host of the UN Ocean Conference
The Ministry of Oceans and Fisheries (MOF; Minister Hwang Jong-woo) participated in the 11th OOC held in Mombasa, Kenya from June 16 to 18 to strengthen international cooperation on major ocean issues such as marine finance, marine environment, and sustainable fisheries and expand the foundation for international cooperation for the successful hosting of the 4th UN Ocean Conference.
The OOC is a leading international ocean conference where governments, international organizations, academia, civil society, and the private sector come together to discuss specific commitments and measures for cooperation on ocean protection and sustainable use. Having successfully hosted the 10th OOC in Busan in April 2025, Korea is leading the international community's maritime agenda as the host country for the 4th UN Ocean Conference in 2028.
At this meeting, MOF held two side events on marine finance and response to marine plastic pollution. In particular, the marine finance side event was held jointly with Chile as the co-host of the 4th UN Ocean Conference, emphasizing the need for sustainable marine finance models and cooperation frameworks and reaffirming the two countries' commitment to working together to ensure the successful hosting of the 4th UN Ocean Conference.
Korea also actively participated in the international community's efforts to eradicate illegal, unreported, and unregulated (IUU) fishing. As a leading supporter of the Mombasa Declaration, which was announced to enhance fisheries transparency, Korea supported international cooperation to expand sustainable fisheries and responsible fishing practices.
In particular, Korea demonstrated its continued contribution to the international community's efforts to eradicate illegal fishing and enhance fisheries transparency by becoming the first Asian nation to join the Global Charter for Fisheries Transparency on the occasion of the 10th OOC, subsequently participating as a leading supporter of the Mombasa Declaration.
In addition, the Korean government signed an MOU on the mutual recognition of seafarers with the Kenyan government; thus laying the foundation for cooperation in maritime and human resource exchanges between the two countries. The MOU is expected to help expand bilateral cooperation in the shipping industry and facilitate the exchange of the maritime workforce by mutually recognizing each country's seafarer certifications.
MOF also held a series of meetings with the UN Secretary-General’s Special Envoy for the Ocean, European Commission (EU), and officials from international organizations and major non-governmental organizations (NGOs). These meetings discussed cooperation measures to ensure the successful hosting of the 4th UN Ocean Conference and laid the foundation for expanding support and participation from the international community.
