Eradicating Price Gouging and Site Hoarding to Make Beaches More Convenient and Safer This Summer
The Ministry of Oceans and Fisheries (MOF; Minister Hwang Jong-woo) and local governments have announced plans to implement systematic beach management and operations ahead of the full-scale summer beach season, so that visitors can experience "convenient and safe beaches."
▣ Enforcement of a standard pricing system for rental items (facilities) at beaches, crackdown on and improvement of "site hoarding" practices
First, to eradicate price gouging for rental items (facilities) at beaches, standard prices for parasols, shower facilities, tubes, and other items will be posted on local government websites. In cases where the local government outsources beach management to third parties, a corrective order will be issued to any outsourced party that violates the published standard prices. Adverse measures such as restrictions on future beach outsourcing contracts will also be imposed depending on the severity of the case.
In addition, there will be intensive crackdowns on "site hoarding" practices such as setting up tents, car camping (vehicle overnight stays), cooking equipment, and other items in unauthorized locations. According to Article 22 of the Act on the Use and Management of Beaches (Beaches Act), cooking or camping is prohibited in beach areas except in designated locations. Accordingly, abandoned items will be removed immediately, and measures such as imposing fines and carrying out administrative enforcement against violators will be strengthened.
▣ Expansion and deployment of safety guard personnel, strengthened promotion of safety rules, and request for cooperation from local governments
In addition, MOF has requested active cooperation from local governments to strengthen safety management for summer visitors, such as ▲ expanding the deployment of safety guard personnel and strengthening advance training, ▲ expanding the promotion of safety rules such as prohibiting swimming after drinking alcohol, ▲ installing life jacket rental stations, and ▲ providing advance guidance on hazardous marine organisms (such as jellyfish and sharks) and installing protective nets.
▣ Conducting inspections focusing on the standard pricing system and management of "site hoarding," and operating a complaint reporting center all year round
MOF and local governments plan to conduct periodic joint on-site inspections for the intensive assessment of safety management conditions, compliance with the standard pricing system for beach rental items (facilities), and management status of cooking and camping (site hoarding) in non-designated areas. In addition, members of the public may report any inconvenience related to beach use through the complaint reporting centers* operated by local governments or the Korea Tourism Organization.

"The Ministry of Oceans and Fisheries, together with local governments and related agencies, will do its utmost to create convenient and safe beaches. I ask the public to follow safety rules, such as wearing life jackets, when engaging in water play or water leisure activities and to refrain from actions that can cause inconvenience to other visitors such as the so-called 'site hoarding’," Minister Hwang Jong-woo of the Ministry of Oceans and Fisheries said.
Following the first beach opening of the season at Ayajin Beach in Goseong-gun, Gangwon Special Self-Governing Province on Friday, June 12 this year, other beaches are scheduled to open sequentially including Eulwangri, Hanagae, Wangsan (Incheon, June 20) and Haeundae·Songjeong (Busan, June 26). Detailed beach opening and closing schedules can be checked on the Badaon website (badaon.or.kr) and will also be available on Naver starting late July.
