UN Food and Agriculture Organization’s (FAO) International Fisheries Law Training Course to be Held in Busan

The Ministry of Oceans and Fisheries (MOF; Minister Hwang Jong-woo) announced that the 11th Global Training Program on Fisheries Law would be held in Busan from Monday, May 18 to Friday, June 5 in collaboration with Food and Agriculture Organization (FAO) of the United Nations.
As an official capacity-building initiative under Article 21 of the Port State Measures Agreement (PSMA)*, this global training program will target 20 government officials from developing countries in the Asia-Pacific region.
* PSMA(Port State Measures Agreement): Stipulates the necessary measures to prevent the inflow of illegally caught fish into the market by restricting or denying port entry and use to fishing vessels (including transport vessels, etc.) suspected of illegal, unreported, and unregulated (IUU) fishing (Effective 2016; currently, approximately 85 countries are signatories)
This training focuses on key areas such as maritime law, international fisheries law, fisheries cooperation (governance), monitoring, control, and surveillance (MCS), and law enforcement, while incorporating practical training including case studies and mock trials.
Korean experts will serve as international instructors in this course, teaching the major subjects (modules) directly. The fact that only experts who meet the FAO's standards can serve as instructors in this training demonstrates that Korea's expertise in the fisheries sector is internationally recognized.
The FAO currently operates in South Korea’s Busan, Spain’s Vigo, and Malta as international training hubs. It is expanding its education continuously to strengthen its capacity to implement international fisheries regulations.
As the venue for the training program, Busan is where the FAO established a fisheries training center to support the development of Korea's fisheries industry. The human resources accumulated at that time became the foundation for the growth of Korea's fisheries industry today.
Major financial support for this training program is being provided by Korea through Official Development Assistance (ODA). The international community highly regards Korea as an exemplary case of transforming from a recipient of FAO aid to a leading donor nation in the global fisheries sector and human capacity development.
“This program is an example of Korea playing a more active role in the international fisheries cooperation framework. Through continued cooperation with the FAO, we will contribute to strengthening international fisheries capacity and advancing global norms, thereby further enhancing Korea’s standing in the international community,” said Shin Jae-young, Acting Director General of International Cooperation Policy.
