Vice Minister Kim Sungbum of the Ministry of Oceans and Fisheries attended the ceremony to exchange the MOU for Korea-Indonesia Offshore Plant Service Industry* Cooperation held on Wednesday, April 1, 2026, following the Korea-Indonesia Summit meeting.
* The offshore plant service industry refers to the procurement of manpower and materials related to operations, maintenance, decommissioning, and recycling required after the construction phase of the offshore plant lifecycle.
This MOU builds upon the earlier MOU for Korea-Indonesia Offshore Plant Service Industry Cooperation signed in 2021, further specifying cooperation in the decommissioning and recycling of offshore plants after oil and gas production has ended. It also includes cooperation in manpower training and various other mutually agreed-upon areas.
The two countries previously succeeded in decommissioning an old offshore plant (ATTAKA EB) in the waters off East Kalimantan, Indonesia through an eco-friendly decommissioning demonstration project (R&D), recycling the substructure into an artificial reef in 2022.
Vice Minister Kim noted that the technology development project* for recycling offshore plants into LNG supply facilities—which has been underway since last year—and cooperation in local workforce training** will gain further momentum with the signing of this MOU. “It will contribute to strengthening the competitiveness of Korean companies seeking to enter the Southeast Asian offshore plant service industry***,” he added.
