The Ministry of Oceans and Fisheries (MOF), Ministry of Planning and Budget (MPB), and Ministry of Agriculture, Food and Rural Affairs (MAFRA) held a meeting on innovation in the distribution structure of agricultural and fishery products at the aT Center in Yangjae, Seoul at 16:00 PM on Thursday, February 5, 2026, and held extensive discussions with industry officials on the subject.

The meeting was organized to hear directly from the field about the distribution structure of agricultural and fishery products and to identify innovative distribution measures that the public can see. The meeting featured a significant exchange of opinions focusing on the current state of related policies and public-private collaboration plans for innovation in the distribution of agricultural and fishery products.
Business representatives attending the meeting agreed on the importance of reinventing the distribution structure for agricultural and fishery products and the need to collaborate with the government to ensure that the distribution industry’s accumulated know-how contributes to the nation’s stability of food supply.
The meeting discussed comprehensive improvements to the agricultural and fishery product distribution structure including existing price stabilization measures, challenges faced by online wholesale markets and private distributors, and ways to enhance supply-demand forecasting, explore alternative distribution channels, and promote private-sector collaboration.
“First, ahead of the upcoming Lunar New Year holiday, to stabilize the cost of living for the public, we plan to offer holiday items at discounts of upto 50% through government discount support worth KRW 91 billion, and to supply 2.7 million tons of 16 key items, including Napa cabbage and apples. We will strengthen coordinated reasons with relevant ministries to expedite the import of fresh eggs,” said Park Changhwan, Director of Economic and Budget Review.
During the meeting, the progress of key projects being pursued under the goal of distributing 50% of the total wholesale distribution volume through online wholesale markets by 2030 (6% in 2025) was reviewed. These projects include support for the establishment of Smart Agricultural Product Distribution Centers (APCs) and Fishery Product Distribution Centers (FPCs) in 59 locations by 2026, dedicated financing worth KRW 100 billion for online wholesale markets by 2026, and vouchers worth KRW 18.6 billion newly introduced in 2026. It was emphasized that innovation in the agricultural and fishery product distribution structure is urgently needed not only during the Lunar New year holiday period but throughout the year, in order to lower consumer prices and increase the income of farmers and fishing households.
Furthermore, it was stressed that private sector-government collaboration is essential for fundamental innovation. The attendees called for multifaceted cooperation including measures to link government-held data with private-sector data to enhance supply and demand forecasting for agricultural and fishery products and to explore distribution channels that enable direct delivery from production areas to consumers using the established APCs and FPCs beyond just online wholesale markets.
Based on the opinions collected at the meeting, MOF, MPB, and MAFRA agreed to work toward innovation in the distribution of agricultural and fishery products that consumers can experience and to incorporate related matters into the budget preparation process actively.
