Holding Briefing Sessions on the US Marine Mammal Protection Act for Korean Seafood Exporters
- Guidance on the procedure for issuance of export confirmation certificates in preparation for the full implementation of the US MMPA import regulations


  The Ministry of Oceans and Fisheries (MOF; Minister Chun Jae-soo) announced that it would be holding regional briefing sessions on the response to the US Marine Mammal Protection Act (MMPA) for Korean seafood exporters from Thursday, October 16 to Thursday, October 23 in preparation for the implementation of import regulations.

  MMPA is a law enacted in the United States to protect marine mammals by requiring seafood trade partners to take the same level of marine mammal protection measures as the United States. Accordingly, all seafood trading partners including Korea can export to the United States only seafood produced using fishing methods deemed to be suitable in the US equivalence assessment.

  The briefing sessions were organized to minimize the impact on Korean seafood exports to the US and to strengthen the industry's response capabilities as import regulations under MMPA will be fully implemented from January 1, 2026.

  The briefing sessions will provide guidance on the main contents of the MMPA system and results of the equivalence evaluation, subjects of the Export Confirmation Certificate, and Export Confirmation Certificate issuance process and industry preparations.

  Moreover, the Ministry plans to listen to the industry's concerns and gather opinions for future support policies and system improvements.

  The briefing session schedule includes the Gyeongsang region on October 16 (Busan International Fisheries Products Distribution Facility Management Office), the Seoul capital region on October 21 (Seoul Ocean Fisheries Association), and the Jeolla region on October 23 (Mokpo Branch of the National Fishery Products Quality Management Service (NFQS)).

  Having completed the export confirmation certificate issuance system, NFQS plans to begin issuing applications in early November following the industry briefing.

  “With these briefing sessions, we plan to help our exporters clearly understand the export confirmation certificate issuance system under MMPA and proceed with the necessary preparations without a hitch. We will continue to respond closely through continued consultations with the US government to ensure that our seafood export industry is not disadvantaged,” Minister of Oceans and Fisheries Chun Jae-soo said.
